To improve the lives of families and individuals in need; to redirect funds into programs that achieve measurable results; to ensure federal funds are used effectively on social services to produce positive outcomes for recipients and taxpayers; to establish the use of social impact partnerships to address social problems; to facilitate the creation of public-private partnerships to scale up effective social interventions; to bring pay for performance to the social sector; and to incorporate outcomes measurement and other rigorous methodologies for assessing program impact.
